I have attempted to change the drive letter (or assign a drive letter) I have gone into Disk Management and can see the drive with a label 'Disk 1' When I right click on it there is no heading of 'Change Drive letter or Path' I have gone into CMD>DiskPart>list Volume (but can only see the C drive) If I check properties/driver it advises the device is operating correctly.

In the article the fixit app failed to find the drive yet the drive is in the bios setup and in windows device manager and control panel. In fact the properties found at each step advise the device is working correctly. I have also removed the driver and then let windows auto detect and assign a new driver.
